Spent 11 hours on a take-home they scoped at 3. Should I have stopped earlier?

Kept adding tests and a README because I didn't want the submission to look thin. The feedback was positive, but the recruiter said it was 'a bit over scope' and I can't tell if that's a ding or just a note. For next time, how do you know when to stop?

Stopping at the scope they listed is the only rule I've found that holds up. I added a README and an extra test once and got the same 'over scope' note, so the extra hours bought me nothing. Did they say what they wanted to see in the three hours?
