I can't tell if the problem is my profile or the local market. Two rejections came from people I'd met at a meetup, which made it worse. Anyone been through a slow patch like this and worked out which one it was?

Meetup rejections usually tell you more about the room than the market. I'd check whether your referrals come from the same two companies. Two or three cold applications a week in a second city costs you very little, so it's worth testing.
