They asked my salary expectation before the first call. What do you say?

The recruiter emailed this morning asking for a number before we've talked about the role. I don't know the range for this level in my city. I don't want to lowball myself or scare them off. Has anyone deflected it well? I'm thinking of giving a range and asking what they have budgeted.
