Sent 60 applications and got 3 replies. Resume problem or market problem?

Mostly junior frontend and some full-stack. The three replies were recruiters asking about my projects, so the resume gets read at least sometimes. The other 57 said nothing. I've been rewriting the top third of the resume every week. Good use of time, or am I just tinkering?
