Designing a URL shortener in 35 minutes: what do you actually cover?

I can name the components, but in practice I run out of time on capacity estimates and then rush the cache part. Do you scope the requirements out loud for five minutes first, or just start drawing? Looking for how you split the time, not the "ideal" answer.
