Reference check: my old manager will only confirm my dates

Left my last job on good terms, but my old manager has gone quiet since I told him I was leaving. HR's policy is dates and title only, which is fine, but two of the three companies I'm talking to want a manager reference. Do I ask a peer who saw my work instead, or try once more with him? Has anyone had a manager who wouldn't really vouch for them?

Ask the peer, and also ask your old manager one specific question, like whether he'd take a call from a hiring manager at all. If he says no, that's an answer. Most people who've been through this go with the peer.
