ghosted after the final round with a hiring manager who seemed genuinely excited, three weeks of silence and counting

Follow up email got read, no reply. Not even a form rejection at this point. Logically know it's probably budget or an internal hire and has nothing to do with the interview itself, but the silence is somehow worse than an actual no would be.
